Pop the head off of the officer figure and cut off the little part sticking up on top of the head post. Repaint it white with a yellow belt and blue hands. Also repaint the rank insignia. Next, take the head of the GIJOE and cut off the ball joint. Using a dremel, hollow out the head until it fits post on the officer body. Now repaint it with blue, red and black paint and assemble the figure.
