I made this one before I had any references for these guys. I paused and rewound ROTJ many times to see them and I also used comic art and PreProduction drawings for some of his outfit. I started by sanding down most of the Emperor's hood. I then glued two pieces of plastic on each side of his head for the things hanging off of his hat. I then made the hat and altered his face a little using A/B Epoxy putty. I also made his scarf and shoulder pockets with A/B Epoxy.
