Boil and Pop all three figures. Keep Piett's torso and arms, Tarkin's legs, and Valorum's head. Throw the rest of the pieces into the drawer where you keep all the other dismembered figures. The only piece that you really have to work with is Valorum's head. His neck is not long enough as is, so you will need to lengthen it by sculpting a little bit more neck on the bottom. I think I added about 1/8", but you can judge for yourself. Depending on how you do it, you may not need to resize the neck post, but if you need to do this then do so now.
After you have cured the Sculpey, paint the new neck to match the rest of the head. (I used a mixture of Model Master Acryl "Skin Tone Warm Tint" #4603 and Model Master Acryl "Skin Tone Tint Base - Light" #4601)
Paint the torso, arms, and legs olive-green where needed. Glue the figure back together and touch up as needed. (I used Model Master Acryl "Dark Green" #4726)
Give your generic Imperial a cool name. I named my guy General Stramm because Stramm is a sort of mix between Terrance and Stamp, which was the guy who played Chancellor Valorum in TPM.
